SME recruitment agency: outsourcing the recruitment process
For an SME, outsourcing recruitment starts with defining which tasks to hand over, which approvals to keep in-house, and who makes the final decision. Defining the scope of the work matters more than the label “outsourced recruitment.”
Before comparing recruitment firms, specify which stages you want to delegate and which your business wants to keep under its own control.
My answer in brief
For an SME, outsourcing recruitment means clearly defining the tasks to be handed over and the decisions that will remain in-house. I work as a fractional HR manager and independent HR consultant at Human Déclic. At Human Déclic, I offer HR support on a project or ongoing basis, as well as fractional HR support with the time commitment agreed with the client. This HR support framework does not mean that every stage of recruitment is automatically delegated.
What does it mean to entrust recruitment to an external provider?
According to the International Labour Organization’s definition, a private agency can match job vacancies with applications without becoming a party to any employment relationship that may result.
For an SME, put this principle into practice by defining the scope of the assignment: list the vacancies in scope, the applications to be matched, and the limits of the provider’s involvement. Distinguish this matching service from any other decisions you want to keep within the business. The deciding factor is the work being entrusted, not the label “outsourced recruitment.” If the request is still broad, break it down into clear tasks and specify what you expect from the provider. You choose the scope. For example, you can describe the vacancies and applications in question without implying that the ILO definition covers other stages of the process.
The format comes next. At Human Déclic, I offer HR support on a project or ongoing basis, as well as fractional HR support with the number of hours or days agreed with the client, as explained on the page outlining the support options. Define the need first, then choose the type of support to discuss. To avoid confusing the format with the scope, set out separately the recruitment tasks you want to entrust and the type of HR support you are looking for.
I founded Human Déclic in 2022 after 20 years of experience in human resources, as I explain in my professional profile.
Which stages should you outsource, and which should stay under internal control?
With a recruitment firm, outsource preparation and coordination, but keep application reviews, interviews, and the final decision in-house. That is the division of responsibilities to aim for.
Before delegating, set the role criteria, the information to share, and the stages entrusted to the firm, so everyone knows where external support ends and the company’s approval process begins. You can ask the firm to carry out an initial search for suitable applications and coordinate communications, while keeping the review of candidates and interviews within the business. The decision stays in-house.
In its pre-screening process, France Travail, France’s public employment service, states: “You review each application and conduct your recruitment interviews.” So keep control of candidate assessments and conversations with applicants. Clearly separate support with the process from the final choice.
Distinguish the tasks being entrusted, the approvals kept in-house, and the person who makes the decision: that is the key to maintaining clear oversight.
How can you connect recruitment with your pay strategy and company culture?
To connect recruitment with your pay strategy and company culture, first set the pay framework and the cultural expectations for the role, then reflect them in the job advert and the brief you share with the recruiter.
In its survey on pay transparency, conducted among 600 French companies that had recruited at least one executive, Apec, a French organization focused on executive employment, reports: “Only 46% systematically publish the salary in job adverts, and 66% do not provide access to internal pay scales.”
Before publishing your vacancy, decide what salary information you want to share and which aspects of your culture you are prepared to describe to candidates. Make sure the job advert and the brief present the same pay positioning. Set the framework before publishing the advert.
Include the agreed pay positioning, the information the recruiter can share, and the professional behaviours that matter for the role in the brief. Connect each value to concrete workplace situations: rather than simply writing “autonomy,” explain what that means in the proposed role. Keep the message consistent from the advert through to conversations with candidates.
One-off support or shared-time support: which format should you choose?
For a clearly defined need, opt for project-based support. For ongoing HR support, choose fractional HR support and agree the time commitment with the client, as set out in Human Déclic’s HR support options.
Before deciding, name the need: do you want to move forward with a specific hire, or do you need support that can also help with recurring HR matters? The deciding factor is continuity.
For a one-off assignment, define the subject, the decisions to be prepared, and the expected deliverable. This option works when the issue is already clear and you can set its scope without opening up other projects.
If you want support you can call on across several HR priorities, consider fractional HR support. Agree the number of hours or days, then rank the topics to address: this framework helps you decide what fits within the agreed time. Set out these priorities clearly before committing.
Whichever format you choose, make room for advice. If recruitment raises questions about adapting the strategy locally, pay policy, or company culture, choose an arrangement that allows you to work through them rather than one limited to execution tasks alone.
According to France Num’s overview of HR consulting services, this type of support can help structure and professionalise the HR function or pool certain HR skills with other businesses. Under the scheme described by France Num, a French government initiative supporting businesses’ digital transformation, short and in-depth support can be combined, up to a limit of 30 days of funded services.
What budget should you compare when considering a recruitment firm?
When comparing the cost of a recruitment firm, look beyond the headline figure to the scope included, the stages covered, and what your team will still need to manage in-house.
Price alone is not enough. Compare proposals covering the same need and distinguish the services included from those your team will handle. The decisive factor is the actual scope of the assignment: in your comparison, separate defining the role, sourcing applications, selecting candidates, and supporting the process through to the decision. Give priority to the proposal with the clearest boundaries, even if its quoted price is not the lowest, so you can assess the budget in light of what you will still need to oversee.
Very small business or SME: how should you determine the level of support?
For a very small business or an SME, base the level of external support on the importance of the role and the urgency of the need, rather than size alone. These criteria help you choose support that matches the recruitment in question.
The right guide is the actual need.
For executive recruitment, the SMEs in Apec’s study most often use a provider when the profile is strategic (79%) or the need is urgent (71%), according to Apec’s study on SMEs’ use of private recruitment firms.
Use these two criteria as guides, not as an automatic scoring system. Is the hire strategic for your business, urgent, or both? Answer those questions first, then decide on the level of support you need. Either criterion alone may justify targeted support; if both apply, choose more involved support for that hire.
For a very small business, start with the hire that is taking up the most of your attention, without assuming every need calls for the same intervention. SMEs should also avoid setting a uniform level of support for every role: decide based on the importance and urgency of each one.
Before contacting a recruitment firm, sum up the reason in one sentence: strategic priority, urgency, or both. This will help you define your request and choose a level of support that meets that specific need.
How important are local presence and communication in French?
For an SME, give genuine consideration to local presence and communication in French: look for a firm with a clearly identified contact and a way of working that suits your teams.
In its study on SMEs, Apec notes that relationships with local or smaller firms are particularly valued, because they allow SMEs to work with other SMEs, or even business leaders to work directly with one another. Proximity is therefore worth including among your selection criteria.
Proximity is about more than an address.
When comparing firms, start with the way you work: do you want direct contact with the person handling the recruitment? Do your teams need to communicate in French? Would you prefer in-person meetings or remote check-ins? These questions help you define a working relationship that suits you, without confusing availability, proximity, and results.
If you make local presence a criterion, connect it to a specific need: communication in French, a clearly identified contact, or a meeting format that fits your organisation. First decide what kind of working relationship you want to build, then compare the options on offer. A nearby address alone does not describe how the support will work.
To learn about the person behind Human Déclic, my profile states: “With 20 years of experience in Human Resources, including HR leadership roles in France and internationally, I founded Human Déclic in 2022.” This profile of Christine Martin gives an indication of her HR experience, but does not promise local presence.
When is full outsourcing not the right format?
Full outsourcing is not the right format if you want to keep the decision in-house or delegate just one stage. In that case, opt for targeted support rather than transferring the entire process.
Scope comes first. If you want to retain responsibility for defining the need, making trade-offs, or taking the final decision, set those boundaries before choosing. The format you select should leave your team with the role you want it to play in the process.
For a defined assignment, choose project-based support. If you are looking for ongoing support, compare an ongoing or fractional arrangement instead. Human Déclic outlines these HR support options and explains that the number of hours or days is agreed with the client.
Frequently asked questions
What is the difference between an SME and a very small business?
To determine the right level of recruitment support, consider the importance of the role and the urgency, rather than relying on whether a business is labelled a very small business or an SME. Apec’s study says SMEs most often use a provider for strategic profiles (79%) or urgent needs (71%): Apec’s study on SMEs’ use of recruitment firms.
What are the four pillars of human resources?
One practical way to frame outsourced recruitment is to connect four topics: the scope of tasks and internal approvals, pay, company culture, and how the HR function is organised. The distinction between matching applications and the employer’s role is set out in the ILO definition and France Travail’s pre-screening process. Apec covers pay transparency in its survey, and France Num describes HR consulting to help structure the HR function in its overview of the service.
What is the best reliable recruitment website?
France Travail is a reliable option if you are looking for vacancies from selected partners: France Travail says their publication on francetravail.fr is covered by an agreement on their free access, quality, legality, and freshness.
How much does a recruitment firm charge?
No specific price is given here. To compare budgets, look at proposals covering the same scope and distinguish the tasks entrusted from those that remain in-house. In France Travail’s pre-screening process, the employer reviews applications and conducts interviews, as France Travail explains.
What I take away
Before contacting a recruitment firm, write down the tasks you are considering handing over, the approvals you will keep, and who will make the decision. Add the role criteria and the pay framework you want to share. You can then compare proposals covering the same scope and choose what your business actually wants to delegate.
